Margitgalanter: Getting high process items discussed at meetings, in what order, what is a member and do we want tenants? members in breach

'''GOVERNANCE MEETING NOTES 8/26/14
'''
Present: Kevin, Niki, Sarah P, Steven N, Margit

'''THE ROLLING AGENDA'''
* -How proposals get talked about at meetings
* -What is a Member Group/Collective? (week 2)
* -Tenancy + Member Groups (week 2)
* -Board of Directors
* -Accountability - member groups not fulfilling
* -What are the basic responsibilities of a Member Group? (week 2)
* -A Lottery for Undesirable Tasks (week 2)
* -6-month Trial period for Groups
* -Questionnaire, address, when required?
* -Basic technology questions and setting up meetings

'''GETTING PROPOSALS TALKED ABOUT'''
SUGGESTION: Every time someone adds a proposal to the riseup pad, they should be encouraged to include the date that the proposal was added. That way, meeting facilitators can quickly glance at the agenda and know which items have been on the list for longer.
SUGGESTION: Each meeting, let's make sure we talk about one "high-process" item, and the facilitator can take a straw poll about which one(s) seems the most important for the group. Finance would be on top, but if it was a higher-order financial issue, it would be treated as a general "high-process"
ACTION: Quick tips sheet for facilitation as a living document that would be accessible for all, in addition to the founding documents (Steven)

'''VOTING'''
PROPOSAL SHIFT: We will parse out the Abstention part of our Consensus proposal so it can stand on its own (Niki)

'''MEMBERS IN BREACH'''
FINANCIAL PROPOSAL: Each group will be financially beholden to pay last and deposit if they leave the OMNI without due diligence. If someone else moves into the space and OMNI does not lose any income, then they can receive this back, if they have left space no other needs for deposit to be held. We will make an additional proposal to go alongside with Finance Committee's quarterly proposal on the docket (Kevin)

which leads to….

'''WHAT IS A MEMBER GROUP RESPONSIBLE FOR CURRENTLY?'''
DISCUSSION: This is a big conversation, and we want to get more feedback here about what it means to be a Member Collective/Group, etc. For now, it appears one must: Sign Lease; Pay Rent; Pay Bills; (If passed) Join working groups; (if passed) adhere to the Conflict Resolution and Safe Space Policies; Attend Delegate Meetings and Prepare for them in advance; Staying updated on current events.

'''AND HOW DO WE DEFINE A MEMBER GROUP?'''
BIG DISCUSSION, PULL IN MORE RESOURCES BEFORE MAKING PROPOSALS: What are the fundamental expectations? How does the group function and what is their mission, and are they collectively run? Can a group be a single person - and does it make sense for single groups to join into other collectives so they can have voting power, if indeed we define a member group as x or more people? Are we working towards all groups being regenerative, mobile, permeable, cross-pollinating collectives that grow and change? Is a basic necessity of being a Member Group that they have a Group Process for making decisions, whatever it may be? What are they moving towards? Is participation equal for all amongst? Shall we invite Peak Agency/Danny Spitzberg to collectivize or aggregate? Is there a minimum number of people required to be a member group?

'''DO WE WANT TENANCY? AND IF SO, HOW?'''
DISCUSSION: Align with mission of OMNI? Do all tenants collectively get one vote? Are all groups tenants for 6 months until they apply to become a member? Do tenants actually work like patrons for other groups? Is there a CAP percentage of tenants rent money we would like to adhere to for our income so we are not crippled finically if they leave? Do we want to urge tenants aggregate into other collectives so they may have decision-making power and get increasingly more involved? Is it a good idea to have different types of groups at the OMNI or shall we all be Member Collectives? Do they Pay Rent; Follow the Basic tenets of Safe Space and Conflict Resolution; and have a 6-month lease? Come to meetings as they are interested? Populate committees?

* How do we kick out a collective? How do we deal with breach that is about behavior, not finances?
* What are the values of the OOC that are shared and how does a Member Group align with this?
* Do we require all member groups to be "COLLECTIVES" and how is that defined?
* How are we going to activate people to participate within OOC, so it need not be mandated?

In order to make progress on many different aspects of this project, please use the following protocols. The intention is to support horizontal, consent-based, transparent, good-faith collaboration.

==Start a Working Group==
* Create Working Group wiki page and link to it here: http://wiki.omni-oakland.org/w/Working_Groups
** Articulate "mission" or purpose, goals, and any tasks you already know.
* Schedule regular meetings and add them to the Calendar: http://wiki.omni-oakland.org/w/Calendar
* Announce upcoming meetings on the omni-announce list at least 24 hours prior to meeting: omni-announce@lists.riseup.net

==Hold Working Group Meetings==
* Before the meeting begins, designate a facilitator and a scribe to take notes
* Conclude the meeting with '''Outcomes''' or '''Action Items''' and schedule next meeting
* Post meeting notes to the wiki on the Event page (making it discoverable through the calendar)
* Prepare report-back for weekly Omni Collective meeting.

==Join a Working Group==
* Check the [[Calendar]] and attend the next meeting of the working group.
* Directly contact the individual(s) bottom-lining the group.
* Show up to a meeting, or use the communication channel specified for that group to stay in touch.

==Make Progress in a Working Group==
* Set goals that aspire to deliver on the working group's "mission" or purpose.
* If necessary, outline tasks in order to reach each goal.
* Make progress on and seek to accomplish any tasks that contribute to the working group's goals.
* When a working group's goals require '''feedback''', '''formal approval''', or simply '''consent''' from the Omni Collective, create a proposal:
** Present this proposal to the Omni Collective delegates meeting to ensure each member-group can build consent in their respective community as necessary.
* When a working group has several divergent options or ideas and cannot come to resolution on them alone, then create proposals that represent these options and present these in some way to the whole collective:
** Present proposals at an Omni Collective meeting for feedback
** Ask for feedback on the omnilogistics@lists.riseup.net email list
** Ask for feedback from other working groups, member-groups, or individuals that are not involved with your working group.
** Rinse, repeat until you have garnered improvements to your proposal from the invaluable experiences and contributions of everyone involved with the omni collective, ultimately building consensus among the entire collective.

Greetings, and thanks for your interest in the OMNI COLLECTIVE.

'''A Collective of Collectives in Oakland, California'''

From Latin omni-, "all, every, the whole, of every kind,"

OMNI Collective is comprised of several Bay Area collectives with a shared political vision—one that, at its most basic level, privileges a more equitable commoning of resources and meeting of human needs over private interests or corporate profit.

To this end, we invite you to join us in establishing a hub: a safe productive place to pool resources for the collective use and stewardship of the greater community. A space that fosters an ethic of radical collaboration across disciplines and between individual collectives, creating a living model for future radical spaces. By collectivizing, we are able to consolidate expenses for the purpose of amplifying one anothers’ goals. OMNI is far greater than the sum of its parts.

OMNI is making manifest a different way of being together. This is not a project that aims to realize the impossible. Rather, OMNI represents a complete perspectival shift, one that allows us to model a way of living outside of the mandates of private interests and corporate profit. It is a reclamation of the Commons. We are creating a space where resources are mutually cared for, cultivated and shared.
*Present your collective to the group. This should include a description of what you do, points of synergy w/the Omni collective, some thoughts as to how we can help one another (i.e.: what can you provide to the community? what do you need?) What you'd like to provide to the greater community.
*Please answer the questions below and submit to OMNI in preparation.
'''ORIENTATION SHORT SHEET'''

Greetings, and thanks for your interest in the OMNI COLLECTIVE.

A Collective of Collectives in Oakland, California
