- Kwe: Suggestion to start a global Omni email account to handle correspondences with the outside. We already have a shared FB account that we use for that purpose in the social media world and it seems to me it would be a good thing to also have one for email. Logistically, it would make it easier to keep track of issues and make sure there is a general log of communications instead of all using our individual accounts for Omni-related business. Also, it can help us cultivate the collective voice of Omni so that people wanting to do business with us have one single global email address to send messages to, that we can all log into and respond to. It might also help alleviate issues like people dropping the ball on communications (for whatever reasons), as well as help shield individuals who might have delicate information to communicate to others (I feel particularly for David Keenan and the constant negative reactions he personally has to bear simply because he is the individual with the most knowledge about permits and things of that nature about the building).

Amgo:for a long time CDC has been working on conflict things within omni, and it was getting bigger than the original aims, so now there is a new working group called "Conflict"- there are often hot tubs involved

- CDC is challenging power structures, and how they operate in real time withpeople and how the operate at omniand so one of the things we talked about was burnout, could def use more humans, but not as much as other wg's 3pm Sundays

No Sidewalk Drinkin' proposal 2015-03-23 == (5min) https://omnicommons.org/wiki/No_Sidewalk_Boozin https://omnicommons.org/wiki/Proposals Proposal that no alcohol is to be consumed on the sidewalks & street immediately outside the Omni by Omniers. Rationale: Recent evidence that, and communication from, Omni neighbors who like the Omni generally but at least some neighbors have shown that they will eventually call the cops on the perception of 'drunk people' hanging out outside Omni. The neighborhood is beginning to push back on this and we should respect that. Drinking outside has also attracted local drunks who are not Omninoms with attendant safe space issues This is a clear legal and liability issue for Omni. Cameras on buildings across the street record this activity 24x7 and this could be used to buttress any argument against Omni as a solid, safe place for community gatherings. We recognize that this practice began after a long hard day of working on the space - laying up drywall etc - that folks wanted to simply sit outside, take a break and perhaps have a beer. However it shouldn't be the case that it is normal for having beers outside omni on a daily basis as inevitably trouble will result. This is not a proposal for omni to be a 'dry' space which would be pretty much impossible considering the need of the frequent fundraisers, 'socials', ballroom rentals, etc. It is to say though that no alcoholic beverages are to be consumed in the immediate area outside the premises of Omni. Note: To clarify, this prohibition would include the practice of transferring alcohol to a less-visible container in an effort to be more subtle - ie, that would not make any difference with respect to this proposal.

David: I've done this many times, this is not a morela judgement its pragmatic, cameras pointed right there, 25hrs a day; all you would need is to edit that footage to create [bad rhaetoric] neighbors won't call the cops just bc people are too loud, and us being around make them feel safer, but they will call the cops when they think drunk people are out there, that;s what the cops say, drunk people and it could just be one neighbor but i feel we're sort of at a tipping pt bc i see local drunks coming over and cans and bottle left and it gives the appearance that even if you're not fdirnking, it looks bad aorund you if you want to have a drink, dink inside (as a member, or at an

CURRENT STATE:
1) Technically, booking will continue to operate under OOC, any OY person will be doing point person/responsibilibuddy tasks as they would in other commons spaces. (like we do) This is current successful practice
2) There are are couple of gaps in this practice. Commons Booking attentiontion is given during and around events and classes that occur. There are off-hours when the disco room is not in use and being looked after or maintianed.
2b)There are remnants of old uses for it and random lost and found things. They have been cleaned and labeled, organized and out of the way, though none moved form the room.
2c) There are collective property as well as open use shared property. These have been labeled and tagged with ribbon in the places they happpen to be.
THE DIFFERENCE IN PRACTICE:
2d) The difference for booking would be that OY or an experienced disco room user who are either already frequent users of the space or able to provide the same assurances of Insurance to OY or OOC, will take on these responsibilities for the body-movement activites and things which require insurance. For other activities like movie screenings, meetings, etc., normal practice would continue (like we do)
3) OY will pursue cleaning deposit deductions if they occur, of course, ask space sharers to clean/more and micro-affirm those who do (like we do)
IMPROVEMENTS:
4) The improvements will be because OY willtake care of the disco room, keep it clean and kid safe, provide a mini-library for omni, other sharable supplies and steward those supples and storage areas, during "off-hours" when the room defaults to open commons (like we do)
5) This will bring in more people to help with organizing. Already one OY person will be joining the booking initiative! :)
5b)And there are already people with insurance needs..(R will list)
MAIN DIFFERENCE: OY will take care of getting ppl insured; offering donation-based insurance, pooled funding to make it affordable for members of the collective OY will take care of disco room in off-hours, cleaning OY asks the delegates to be given these responsibilties

- Form questions[edit]1. Mission statement
What do you do? What happens in the world because you exist? (1-3 sentences) By creating an artist-run film lab and workspace/screening space we will be enabling a large community of people working in photochemical celluloid filmmaking (motion picture and still photography), a unique resource, to bring their work through all stages of creation, production, and exhibition in an encouraging community atmosphere. This is important because it will be the only entity of its kind in the western United States. It will be part of a growing community of small artist-run labs worldwide that provide the ability to work in a forcibly rarified format nearing extinction due to the dictates of industrial capitalism. By reclaiming the modes of celluloid production from this rapidly crumbling industry, we will not only be keeping the art form alive and accessible but will also be providing a space to make works outside of the artistic, ideological, and financial compromises inherent in a commercial market.
- 2. Origin and group history. How did you start? What have you done? (1-3 sentences)
Black Hole Film Collective is a more recent formation of a looser group of filmmakers with roots in the larger experimental/avant-garde filmmaking community of the bay area. We have been brought together by shared affinities, ideologies and working methods fostered within Black Hole Cinematheque and the constellation of local microcinemas it is a part of. Black Hole Cinematheque has been operating as 16mm archive since 2009 and running free weekly screenings regularly since 2011. These similar affinities led us to a natural merging with the still photography collective to communize our resources and work against an atmosphere of increasing endangerment.
- 3. Participation in the Omni
Why are you interested in becoming a member? How does your group intend to use the space? What are your needs? (less than 5 sentences) We see the Omni project as an important entity of resistance and community and it seems the perfect place to get involved! Our group intends to use two spaces in the basement to set up a wet lab for processing and printing of still and motion picture film, and a dry work space for editing and post production. We also intend to outfit the ballroom and disco room for various sized screenings, including setting up a projection booth with multiple playback formats (16mm, 35mm, digital video), a new projection screen, and chairs, all for community and event use. Exhibition is an important way to showcase the collectives’ work, as well as the larger international community of filmmakers. By outfitting common spaces for cinematic presentation, we will be transforming them into a greater community asset for the film collective as well as the Omni. In addition, Black Hole Collective Lab seeks to engage community youth members through an educational outreach program. This program would involve teaching young adults about traditional photographic practices, both through the camera and by working in the darkroom. In a world dominated by fast pace technology we aim to provide a space in which analog processes can be preserved. Harnessing interest from our community’s youth will help to preserve these traditional forms of art and create a deeper understanding for modern technology and its influence in both film and photography.
- 4. Group finances and paying rent
What does your group do to support itself financially? What is your best plan for contributing your potential share of rent to the Omni? (less than 5 sentences) BH was originally offered free space by OOC as a member collective to incubate their community resource. To start, we propose to contribute our share of utilities up to $200 per month for the first 2 months beginning April 1st, while we improve and invest in basement infrastructure (mold abatement, new drywall, additional plumbing, improved ventilation, as well as installing improved projection facilities in Ballroom & Disco Room) After two months of working on the space, we can commit $400 rent and better accommodate new contributing members We will contribute more financially as our project and membership grows and infrastructure is established. BH is fully commited to financial transparency. Our collective members will pay a monthly fee to cover rent costs. We plan to have a multi-tiered membership engagement/payment model to increase accessibility. We also want exhibitions and screenings to contribute to infrastructure, supplies and rent costs.
- 5. Dedicated space
Basement area, showing proposed BHCL lab area and 'Bunker 2' work area If your group would like some dedicated space at the Omni, what square footage and what features are you looking for? Which specific rooms do you feel might be suitable? (1-3 sentences) Shared area: We will contribute analog and digital film projection equipment as we can for use in the Ballroom and Disco Room, so that all Omni member collectives and the community at large can present film and video screenings (with some training.) Dedicated areas: We propose two areas to accommodate community film production and processing; a 'wet' area and a 'dry' area. The 'wet' darkroom will be in the basement in the NW corner. We will complete installation of ventilation and run plumbing to accommodate darkroom sinks and drainage at our expense. We propose a 'dry' area as a dedicated film workspace in Bunker 2 containing irreplaceable, delicate film editing equipment, and sharing a third of Bunker 1 immediately outside the door to bunker 2, that would have some work tables. The Bunker 2 area is an ideal space for BHCL as it is an existing room wherein we can secure irreplaceable film equipment and it provides needed dark space. It is important for those donating equipment to know that it will be kept safe and secure. The equipment is not manufactured anymore and to secure equipment donations, we need to have a secure space. The work tables set up in the Western third of Bunker 1 would be privileged for film production use, including equipment such as light boxes and edit tables. It would be demarcated by a temporary, freestanding partial partition (such as a 'cube' wall) that could still allow access to the rest of bunker room area, while blocking sound etc. We had earlier discussed using the east hallway as workspace, however we recognize that there may be code compliance issues around actively using this space before our final Fire Life & Safety and building inspection has been performed. In order for Black Hole Collective Lab to move in as soon as possible, and to allow fire inspection to move forward smoothly, we would like to leave that space open.

Is there any other information that you think would be useful for us to know about your group? (as many sentences as you like) Our collective is a group with vastly different skills to share and trade. We represent a wide breadth of knowledge and through workshops and educational events, can share these skills and talents and promote arts in our community.
Proposal Discussion(5min)
Feedback / suggestions based on SudoRoom discussion thus far. Seeking feedback from BHL about these topics:
- Reduce months of free rent forbuild-out from 2 months to 1 month.
- $400 is enough for the wet roomalone, need more $ for the dry room (Bunker 2) and the use of commonspace (tables in Bunker 1).
- We all (including BHL) expect thatBlack Hole Labs, in the future, at an appropriate time, in anexpedient fashion, will seek to utilize the South East hallway andstorage room in the basement, by building appropriate walls and othermodifications (with all appropriate contingencies addressed). Thiswould utilize currently (mostly) unusable space in a clever,creative, and excellent way that we hope can work for everyone.
- We all (inclduing BHL) expect thatany investment in mold abatement, drywalling, ventilation,insulation, or other modifications to rooms in the basement(especially those made in a general-purpose fashion like adrain/sink) will be contributed by BHL, even if BHL ends up movinginto another location in the omni commons building or elsewhere.
- How do members of BHL see folks inthe community utilizing the space? Specific examples should be given,such as "person X comes to section Y of the space to do Z atcost $ with materials A, B, and C". Further, does BHL plan forthe public or folks in the community to come to full-fledged course,workshops, one-on-one instruction, do-it-yourself (DIY) usage,do-it-together (DIT) usage, open hours,
or something else?
- How does BHL see itself as acollective of stakeholders in the omni commons and the localcommunity?
- Perhaps informed by discussions orconclusions from the Commons Working Group, what does BHL think about(not exclusively designating), but generally prioritizing commonspaces in the basement for arts (including music, drawing/painting,and other forms of art)?
- In terms of the "dry"space, what are the precise needs that BHL has for (a) lockablespace, (b) protection for sensitive equipment, and (c) space forhanging / cutting / editing film (including descriptions of thespecific items and how often they are expected to be used)?
- Also in terms of the "dry"space, is there any way to reduce the overall footprint of thisspace?

Lauren: we are a beuatiful collective that wants to be here with you and teach everybody how to use film and photo processing and we propose ot have a wetlab in this space and a dry working room and permission to have large equipment in the bunker room (shared workspace in the long old library, and storage in first room on the right)
- that's rpetty much it- we're not goint ot be exclusivfely there, we're not just gonna be tucked away in the corner and actually hsowing work, in progress, good films, goo dcuration, not just from here but beyond, which is good always
Kate: i dont know how many ppl know abou tlack hole, what they do but i think its a cool wonderful thing ot have here bc they bring an audience already, ppl to get more involved, help it create increased communal opportunities for the collectieves to have fellowship and be with each other in spaces
David: i was gonna speak to a couple of concerns that came upat some other meetings, at several other meetings ; just to get feedback from the prosal, just logistical things that wasn't clearly illustrated- air flow in the basement? and bhc has helped to fix it in the basement (i dont hink anyone nows where the switch is actually --everyone laughs--) the reason that was chosen for a community dark room was that one of the vent ducts in the basement is right there, if we essentially build a room here there would be an air fan ulling in- there's already a grill on shattuck, where it's supposed to come in- creating positive airflow in the basement, into the other room, exhausted up and out the roof (nbest place for things liek that)
- also hazardous material dispposal; we can make our own fixer that isnt as toxic, it just takes longer to fix things- we're researching it; if CCL had the requirements, we could partner up on it to be environmentall yfriendly
- one last thing mentioned a littl ein the prposal probably oculdve been articulated more- its really a community resources, not just a bunch of toys for cool kids /small clique to use that no one can touch, intended to be site of collectivisation; cocreative artistic production that i see is logistically essential to the omni along with all the political and social stuff we're doing there- to see this as art practice, really try to engage in communities that way- not as a technology; not about getting a job as a dark room lab person- but creatig menaingful things; is a really vibrant community
Matt: SUDO concerns about chems and ventilations, none of the sudoers had concerns like that- but we did have some and we discussed; summarized to have tangibility: list +overall sentiments:
*2mo of rent relief is a bit much, slim it to 1 month and do that work in that time instead, and expecting that 400/.mo would be sufficient for the corner where the wet lab would be, but it's low for both of those spaces, asking you tocome up on the price for that, which i think there was support for other members *cost and risk of sinking money into particular rooms; positive expectation and hope from a lot of sudo room member si sthat the bhc could open their space and move into this hallway and its kind of a technicality, it would be awesome to make it a usable space, youve listed why that's an issue- its a longer term thing; the expectation is taht it woul dbe great for you all to move into that space, *bc it makes unusable space usable and seeing that n improvement syou make will be an inveestment but that you might have to move anyway as long as you understand that, something yall could htink about and discuss *Commons? these middle basement rooms, if they could be used more generally na dprioritized for art in general, like music and other forms, light boxes, standing tables,etc, somethign that could utilize those tables is something the commons can [?[communicate about and the community can help with]?]

Matt: positive feedback about specifically use the wet lab as dual for photo; sitll phot is another use; when we were talking, one member said: "if we had a wetlab i would make giant photos of x-rays!"

kate- oit was my undetsanding from tlking last week about it, that area wiould be sort of kind of open, hallway and the room would be open while members are around for others to use it for art ppl who need a lightbox or other valuable resources; i'm not sure if my undertstanding is correct
Kwe: couple more things; one is specific, one is more general ; like the yoga taking up too much time in disco, same with the video colective upstairs; my understanding with this group is the need for two spaces? that's the concern: one o fthe advantages of the space of omni is that spaces dedicated to redundant uses is sort of like blinding us to other possibilities any attempts to work with optik allusions?
attempt to rent out the space with attempts, with respec tto an org like omni, why i dont think its a good idea for us to just be carving out spaces to rent out within the omni, necessarily on a long-term basis in the sense that as a common space; would this just become a pscae of carved out space to rent out to collectives for their particular uses
David B: as far as im concerned black hole has been part of this project since the beginning; it has a diffeerent life cycle and thats to be respected, instead of imagining that thi sis a new colelctive- this is an existing member of the community that is requesting that it's needs be met; let's be judicious, bc we could lose them and that would suck; not to be disrespectful to peoples different concerns and i would liek to see how we could work together to process their needs

- before we moved into the building and what is essentially shared space and what is space used for privileged collective use, i share a gneral concern that it would be not good if there wasn't any commons space at all. and the baps school here relies on space just like that and i think its worht noting that we are generally in support of bhc and has known about their involvement for quite some time, a real community; no where else on the west coast could you come and do this so i think it would be a real resource, its amazin that we can open it to everybody and have it be some rarified thing
Rachel: money should never be what holds us back, we;re all forced to operate in capitalism, the attitude of incubation is a beautiful thing, wiht the good faith understanding that bhc will work on making than that
David b: it seems like mos of the blocking is coming from sudo, so would you or someone from sudo could work with bhc directly, respecting the fact that sudo has those concerns
