a bottom-liner is someone who
- announces upcoming meetings to omni-announce at least 24 hours in advance
- holds the space by showing up to meetings or finding a replacement if they can't make it
- ensures meeting notes are posted to the wiki (though often a fellow meeting attendee takes this on)
- updates the calendar on the wiki with upcoming meetings
