Follow up to last week's Proposal to Ban Zachary Running Wolf =

  • Matt - discussion did not reach consensus. FNB clarified he is not a member of FNB
  • Campaign Manager - Running Wolf has violated several building policies and must be with a member while in the space
  • Joe informed Running Wolf he could not be at Omni late at night due to reports of sleeping & beligerant behavior when confronted w/sleeping
  • Steve proposed working with RW on a healing circle rather than ban and RW flatly rejected the proposal. RW was originally allowed in building as friend of Matt Dodt
  • RW spoke with a member of Sudo room warning him that if his representaive wasn't heard that there would be trouble and to avoid the upstairs windows this coming friday 7/21
  • Thomas - I don't know what RW has said. According to the Conflict Mediation policy, it should have been instituted. Omni's Statement of Solidarity is in harmony with RW's views
  • Laura - wants collectives that had not discusseed w/members this issue w/group to reportback
  • Ken - he's been kicked out of other organization for violent speech, he's not capable of a objective mediation, doesn't feel he's actually a native american person.
Cathy - used be hear alot last year, violently attacked w/words for using "his" computer, wouldn't wash dishes, very rude, could not reason w/him, acts irrational, not a safe person. If he comes at me again, i might hit him, he's terrifying
  • Helen - don't want to say bad things about him, he has done good thing, other people have done good things but that doesn't make them members here. Mediation only works if the person has asked for it she wanted to know if RW has asked?
  • Thomas - Running Wolf is asking for an apology and he wants a key to have access to a computer. He doesnt have access to any other computer to do his work.
  • Phil - I am concerned about his intimidating behavior. On Tuesday he showed up at the park where I was serving for FNB talking and complaining about Joe and FNB to everyone iin an intimidating manner.
  • Matt - I have done what you are trying to do right now, trying to represent someone. Its difficult. You want the best for them and considering what is going on witn RUnning Wolf. We talked about this in Sudo room and I was surprised by the level of empathy for him. I have been impressed by what people have done so far to try to communicate with him. I proud of everyone for doing what they have done. In Sudo we agreed that if he was banned that one more effort of communication be made. I think Steve already tried to speak with him and he said he would't.
  • Thomas - yes he did specifically state he wants the mediation process
  • Laura - Clarifies with Joe that STeve did speak to RW, offered him a process, and he rejected the offer. he is saying one thing to you and saying something totally different to us with regard to mediation.
  • Vinnay - If some kind of conflict resolution process does take place I volunteer to serve as mediator. vinay.pai@berkeley.edu
  • Cathy - it's a safety concern, I don't think its fair that one person should hold us hostage by fear. In the end it all comes down to a safety issue. There's something more going on that may necessitate medical help. I want to work in an environment where I don't feel safe.
  • Ken - I am personally as a delegate, I am infavor with exausting every possible outlet to resolve this, but it isn't true that he doesnthave options. Every single library has computer terminals available. He needs to put in this request in writing.
  • Laura - we couldn't decide on ban. He is not allowed in space w/o being w/a member.
  • Almaz - I agreen with Cathy, there is some mental issues that need to be solved before he can be allowed back in Omni. Omni isn't against him, he's against himself.
  • Cathy - It comes down to a matter of safety, even if he was a member of a collective, I would still have a problem with him being here.

  • Cathy - Who pays for the liability if RW does something, is there insurance, who pays. Also if you all aren't taking that aspect into consideration I would recommend that Phat Beets does not become a member here.
  • Laura - What will your reaction be if ZRW vandalizes the Omni tomorrow night?

Lindsey's experience

  • Pleased to know there is a conflict resolution process and glad to hear more about the purpose of the space
  • I want to have meidation with a delegate with whom I had an incident that has kept me out of the space since then
  • I was here working late doing some are with some people and some young kids got in the building. They were running around iin the space I was in. I was informed that they weren't supposed to be in the space and I agreed to keep an eye on them. I wasn't comfortable with the way the kids were treated by the person.
  • I was told in a way that felt condescending to me that I could babysit them. I didn't do a good job.
  • Im not sure if they left the space or not, I didn't keep track, but later that night a fire extinguisher was set off. There was an assumption that they did it.
  • That person came back to the space visably angry and told them to "Get Out". I was yelled out that I could clean up. I felt the yelling was disrepectful to dealing with children and in particular black children.

  • Robb - I admit I am that person. We keep those doors locked to try to keep them out. I've seen them cause many troublesome activities here that make this an unsafe space for them. We're not capable of watching them. You were very confrontational with me during that event. I'm burnt on this issue.

  • final decision about the ban will be made at the next meeting on July 20th

  • Gerald - working with a group of trade union people to go to Cuba. collaborating with the Cuban gov't to elimate Gitmo & the trade embargo. Cuban govt sending a trade unionist (hotel & restarant workers) from Cuban parliament to US. do we want him here? IN Oakland the 28th of June.

    • when ABDC originally moved in Omninoms were more enthusiastic about ABDC using the basement; but it turns

  • PTSD group - they've been meeting regularly
  • Practical Research class - been on pause because Julian out of town, & Steve up to other stuff
    • given that some have been hesitant to participate because of some of the risks, we're considering how to get folks to participate more regularly / whether its necessary to reshape the class

Proposal to Hold Delegates Meetings on the 1st Thursday of the Month only

  • From Ken: Proposes to hold 1 delegates meeting per month on a trial basis through September. We will reevaluate if this schedule should continue on the first meeting in September.
  • Julian - this would slow down our decision making to 2 months for any decision
    • Ken - there are ways to remedy that: by introducing proposals in writing in advance and, when necessary, scheduling additional meetings
  • In favor: CCL, FNB, GCEA, BAPS,
  • Abstain: ABDC, probably would agree but haven't discussed
  • No quorum though people are generally in favor
  • Will ask delegates to decide remotely by unanimous consent

Proposal 2

Proposal to Ban Running Wolf from the Omni Commons

     Submitted by Laura, 6/14/17
           

PROPOSAL: Running Wolf has continually disregarded posted Omni Commons rules despite being warned both verbally and in writing. These violations include using the Omni for personal storage and sleeping. His behavior is volatile and at times constitutes harassment. He should be permanently banned from entering the Omni. If we pass this proposal, we will need to make a plan to prevent Running Wolf from vandalizing the Omni in retribution.

REASONS: In our most recent basement clean out, I found a large duffle bag with items that appeared to belong to Running Wolf hidden in a pile of other stuff. I placed it in the pile of items to be hauled, but it disappeared before the hauler came. There is currently a dresser in the den that contains clothes and other personal affects that I believe are his. There have been multiple occasions in the past when I have placed warning notes on piles of personal belongings in the den/computer area that appeared to belong to him. These notes have included the reminder that personal storage is not allowed at the Omni.

Daniel has seen Running Wolf sleeping in the den area twice in the past 2 weeks. He wrote up what happened in an email, referring to Running Wolf as "a person":

"Today I arrived to OC about 7AM and when checking the areas where I may wanted to work, I came across a person sleeping by the computers. This is the same person I have found about 12 days earlier late night wrapped up in what I said it was a blanket (can be a sleeping bag).

Anyhow, because I felt unsafe to wake the person up by myself, and since I have seen (anonymous) downstairs in CCL, I went to check with (anonymous) about what should we do. We ended up going upstairs and wake this person up, and remind him that Omni its not a place to sleep.

       (Anonymous) had to clap his hands hard about 4-5 fives to get him to wake up. This person quickly claimed he was not sleeping, even though he was rolled up with blanket (or sleeping bag). -This person increased his tone of voice and tried to change the subject. He continue talking loud, even after we have left him alone." (Daniel agreed to have his email included in this proposal) 
     

Running Wolf has also violated our Statement of Solidarity. He recently was observed shouting "Fuck immigrants! This is my land" within earshot of several people, at least 2 of whom were immigrants. This constitutes harassment, and is one example of how he creates a hostile environment. In addition, when he is asked to reconsider his behavior or is reminded of the rules, he often yells at the person in a threatening and derogatory manner, expressing a sense of entitlement to exemption from the agreements of the community.

His presence in the den/shared computer area discourages other people from using the area because he leaves the area he uses dirty. He speaks loudly and aggressively, disturbing people working in the area around him, and sometimes arguing with them. He continues to need reminding to speak in a normal tone even after being asked multiple times.

Unlike most members of the Omni community, Running Wolf contributes almost nothing, often not picking up after himself or helping others who are working on Omni related tasks around him.

Running Wolf's attitude toward the Omni is that the rules don't apply to him and that he doesn't need to contribute anything to our community. Requests to change his behavior are met with hostility.

I propose that he be permanently banned.

  • Gerald: I don't have a problem with the guy personally but he has caused our group lots of trouble and has used the word "Nigger" in front of our group. When we banned him he did vandalize our equipment. We have to come with a plan to enforce keeping him out.
  • Almaz - Running Wolf loudly expressed some anti-immigrant sentiments in the entrance hall
  • Joe - he tends to allienated everyone; has been thrown out of every FNB kitchen. he has done harm to various community energies and relations
  • Almaz - how do we protect the Omni?
  • Ken - he was found sleeping here & unresponsive to rational suggestions. He leaves the doors ajar so he can get back in if he has to go somewhere. Agrees we need to make aplan to keept the OMni safe. Everyone needs to know if this passes. Maybe put his picture around.
  • Steve - he's known Running Wolf a long time. we can't ban him. as he's gotten kicked out of everything - he does what he's chastized for as rebellion againt the rule used against him. an entire left are in him confronted with something we can't handle. to him, all we can offer are rules and restrictions.
  • Joe - he's a bad dude.
  • Laura - he uses the Omni without giving in return & doesn't feel he has to follow the rules here
    • we don't have the capacity or the skill
  • Daniel - Sudo room, a safer space, etc. being around and conversing with him makes this space unsafe. I personally don't feel safe.
  • Almaz - we don't want to kick folks out, this is a community center. perhaps the ban can be a temporary basis.
  • Joe - we need to protect our equipment here
  • Gerald - I've been on mediation committees here. there is a minimal accountability that we have to stick by. the potential here is great; if anyone decides they can't be corrected in our struggle then we cannot accept those people
  • Q.Z. - even serial killers have friends.
  • Daniel - When I sent the emails reproting on RW sleepig. I didn't include his name becasue I didn't want to put him in any addtional jeopoardy by his name appearing on a public list. I camebecasue I feel this is important.
  • Laura - Between now and the next meeting in July, let's talk with our collectives including about what to

Announcements

  • June 11 is the Temescal Street Fair. CCL, BAAM, and 1 other collective have said they plan to be there. FNB has agreed to be in the Omni Collective booth.

Building & permits

  • Laura is updating the building 5-10 year plan by getting estimates for the largest jobs. For exanmple, Everest Painting & Waterproofing is coming to look at the Omni to give estimates on exterior painting and window replacement.
  • RObb and Mark are working on fixing leak into S wall of basement and replacing siding there.

  • Laura: We haven't heard back on any of the grants we have written in the past couple of months. Slowly working on updating and improving the Patreon page so it can be promoted as a way to givce the Omni ongoing support.

Proposals

Proposal to Hold Delegates Meetings on the 1st Thursday of the Month only

  • From Ken: Proposes to hold 1 delegates meetign per month on a trial basis through September. We will reevaluate if this schedule should continue on the first meeting in September.
  • Joe - wants to have 2x per month because wants to see the Omni with a lot of things going on and with collectives coming together here. Group Omni-ness is low.
  • Ken - I was surprised that more groups werent interested in the Temescal Street Fair

ERIE Entheogenic Research Integfration and Education

  • Considering becoming a member collective
  • We hold small workshops and discussion groups on visionary plants. Some are f=for peole who have had experiences with entheogens but dont have another space to talk about it. USe a talking circle model. We don't provide these experiences. HAve other big events related to this topic.
  • We emerged out of CIIS. We regularly get 120 people at our events. Very dynamic events.
  • We stress the community building, since in traditional use of these plants they are very integrated in the community.
  • Interested in engaging with the larger community at the Omni
  • Interested in disco room, rooftop garden. Need versitile space
  • Joe - HOw much space do you need? How oftern would you be using the space? What would yo have to offer in rent?
  • Ken - rent in the range of $900; might steward the disco room and make it available when not using it themselves. RObb willing to help fix up the sound system up there.
  • We're not a membership organization. Have 500 people opening our newsletter and about 30 regular volunteers. COmmunity is really excited dfor us to find a space.
  • Joe: do you want an office?
  • Don't need closed office space at this time
  • Ken: Understand that the disco room would be available when they werent using it.
